The Russian-installed governor of Kherson Oblast, Vladimir Saldo, said 28 people were killed while several others were injured in a Ukrainian drone strike on hotels and restaurants in Khorly [uk]. Saldo accused Ukraine of deliberately targeting civilians during New Year’s Eve celebrations.[1]
